Appealing against a Penalty Charge Notice

An appeal against a Penalty Charge Notice must be made in writing to the police authority. An appeal against a Parking Charge Notice issued on private property must be made to the company that manages the parking facility.

You must always pay the Penalty Charge even if you intend to appeal. If your appeal is successful, the charge will be refunded to you.
In your letter to the police, you should explain why you believe you have been issued with an incorrect Penalty Charge Notice. You should also include:

  • the reference number on the Penalty Charge Notice
  • your vehicle registration number

Remember to check the information on the Charge Notice for where to send your appeal. If the parking facility is private, the appeal should not be sent to the police but to the company that manages the parking facility.
